Published stats on payrolls look very inflated to me. Industry in this area not providing raises and companies lie about raises during the hiring process. Incompetent staff means lawsuits and drastically inflated liability insurance. Competent staff means spending more on payroll. Industry seems to be shooting for minimum wage, but $8-$10 is normal.
